Where experience is useful
Philippe Lazzarini advises a small number of governments, agencies, foundations and non-governmental organisations each year. The work is senior, usually confidential and generally short: an independent reading of a situation from someone who has led a United Nations agency through sustained crisis.
Lazzarini doesn’t accept engagements that would compromise his independence, or that would place him in a position to advocate for a party to a conflict.
ADVISORY
Areas of counsel
Humanitarian operations under political pressure
Advice to organisations whose access, funding or legitimacy is contested. How to answer allegations, protect staff and premises, hold donors, and preserve the ability to operate without conceding the mandate.
Leading institutions through crisis
Support to principals and boards facing simultaneous operational, financial and reputational emergencies: decision rights, information flow, communications posture, and the discipline of deciding with incomplete information.
Independent review and evaluation
After-action reviews and independent assessments of emergency operations, conducted with findings the commissioning body can act on.
The multilateral system and its reform
On what the system can still deliver and where it has stopped working. For member states, foundations and agencies weighing structural change, financing models, and the relationship between headquarters and the field.
